Increasing fan speed = Less power to chips?

Hey,

I recently found that my graphics cars was only running at 60% fan in perf 3D. I moved that up to 100% and the same speeds i was doing. The temp was at 60C, unlike before when it was at 70C, but, i could now see artifacts. Is this because of less power going to the actual card as more is now going to the fan?

I am doing 601/796 currently on my 7600GT with stock cooling, got a 180mark increase on 3DMark'06 so far.

Edit - Just managed to get to 604/819, been trying to get above that but RivaTuner isn't letting me? If i change the speed on Rivatuner, and then checking it using the programs graphs and it doesnt budge from 604mhz

It could be. Since the voltage has to go THROUGH the card to power the fan.

try finding the balance between the two. try it at 80% and see.
or try connecting the fan to the mobo, if possible
