You won't notice much of a difference in real world applications. I used to own a Pentium 4 650 (3.4Ghz) and ran it at 4.0Ghz, though my current E6600 runs rings around it.

To raise your FSB you're going to have to look under CPU PnP Setup in your motherboard's BIOS.
