KB and Mouse lagg/glitch problems in source games?

Sry if this is typed up a bit off... i have a major headache and i'm kinda tired. here it goes.

So my friend came over the other day so we could play Gmod and/or CSS on my other, older, rig like we have severaltimes in the past w. little or no problems. *rig in question*

whenever in CSS or Gmod(not halo tho, so i'm geussing it's a source game problem) after a few moments and sometimes intermitently, the mouse and keyboard will lagg. not lagg in a way like theres 2 secs b4 any thing happens, but u press a key to go left momentarly and try to look right w/ the mouse, and you move left for 2-5seconds and then after u've run into a wall or something you look right.... it's like theres a command buffer that's filling up, IDK...
I've verified the integrity of the game, i've unistalled and reinstalled steam and CSS, i've set the BIOS to defaults to remove the minor OC, i've reinstalled the mobo drivers, i've uninstalled and reinstalled all the USB devices, i've tried 2 Eclipse keyboards and a couple different mice(including a p/s 2 mouse)... I just don't know what else to do, and it really makes the game completly unplayable. also i'm getting crappy frames @ 1024x768(native on the LCD is 1280x1024), and it has a OC'd 6800GT, HUH?

like between 50 and 80. but this even happens on local servers and SP games...

yea, like i said. in halo it doesnt do it so im assuming it's a source thing...

Try in console, type sv_lan 1 and net_graph 2 see if is there anything abnormal. Also check cl_uprate, cl_commandrate and make sure they are at default vaule.

You might try using a different keyboard. My brother had a somewhat similar issue with a USb keyboard while playing counter-strike and other source games. He could only use two keys at a time, if any additional keys were pressed they wouldn't register until one of the first two were let up. Made it very hard to strafe fire.

Do you have ATItool running while you play the game? If so im almost positive thats your problem happend to me, I fixed it when you dont have ATItool running in the taskbar.
