Go for a lap, friend.
Most air cooling solutions benefit from a lapping. The best improvements, though, come from lapping both the HSF base and the CPU's IHS. After the lap job, experiment until you find the optimal amount of TIM to apply. (Some lap jobs are so exceptional they don't require any thermal interface material.)
