What exactly is the multiplier? So its setting itself at 6 when idle but setting at 7 when its being used. therefore windows says 2.14 rather then the actual 2.5 speed?

Ah! You're overclocked?

We have the same BIOS settings and in the Advance section on your BIOS, look for CPU Enhancement (C1E) and disable that. That should fix all the jumping around.

It just drops a multiplier when you're idle and goes back to your overclock speed with you are loading something

With it on. My 2.13GHz stock speed would declock to 1.86GHz. The higher I overclock, the higher the declock speed will go as well. So around 2.30GHz, it will declock to around 2GHz when fully idle.
