you run the risk of burning out your USB port...

but the two outer wires are power... red = 5v+, black = ground.. white and green are data... and on the xbox yellow is proprietary...

Also, generally speaking the USB output is limited to 100mA on most motherbards and hubs, some powered hubs can have 500mA output, but I would make sure the fan you use is rated at less than 100mA so you don't burn out your mobo.
Going to see what the fans says right now...

One of the my medium sized fans says .28A so that would be 280mA right? Maybe this one would work
My little tiny fans which measure about 1.25" x 1.25" don't say anything...
