Not sure if you made the purchase already or not, but here's what you can get for just a little over $1000, imo it's about as good as you can get as long as you don't mind waiting for 22nd of July.

E6750 - $183 - coming

SUPER TALENT 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 @ 4-4-3-8 - $104

COOLER MASTER Centurion 5 CAC-T05 - $50

GIGABYTE GA-P35-DS3R - $130
http://www.newegg.com/Product/Produc...82E16813128050

Tuniq 120 - $60

MASSCOOL G751 Shin-Etsu Thermal Interface Material - $5
http://www.newegg.com/Product/Produc...82E16835150080

Seagate 320GB - $80
http://www.newegg.com/Product/Produc...82E16822148140

XCLIO Goodpower 500W - $60

EVGA 8800 GTS 320MB - $260

Acer AL2051W Black - $200
http://www.newegg.com/Product/Produc...82E16824009105

$1132 total

Quick summary: New 1333mhz FSB core 2 duo running @ 2.6Ghz stock (which I'm guessing you can push to around 3.2-3.4Ghz stable with this setup), 2GB of nice overclockable ram, 320GB HDD, high quality PSU, Tuniq 120 combined with easily one of 3 best thermal compounds available, EVGA 8800 GTS (you also get access to evga step up program if some superior video cards come out in september) and... a true 8-bit 20" monitor with 176 degree viewing angles!! 8ms 800:1 contrast. Only one $20 rebate (video card), so almost no headache. Just a tiny bit above the budget but this way you get the most for your money.

Good luck.

You are right, I should've mentioned that. Even though I'm pretty sure they will sell below $200 still.
