CSS stutters/freezes?

Well lately I notice my css just freezes or locks up. As if i Hit a huge lagg spike then i see bodies dropping onto the ground. This is bad considering i play css competively. After it happens i check my ping, and it doesnt go up. I had this before on my parents computer and i had to end up reformatting after reinstalling steam 4 times didnt work. Yes ive reinstalled on this pc as well. Anyone know why it keeps doing this?

Are you sure background app.'s aren't using 100% of your CPU for a split second then stopping? That would cause that. I used to get that a lot too, bought a dual core now it's stopped. Not saying that's why it happens, but its a possibility. SVCHOST.exe will randomly use 100% of my cpu, makes me sad.

svchost.exe only uses 16,940 to 17,000 k on avg. I have 2 of those though, and the other only takes up 3,300k. I dont see it spiking in my cpu usage incredibly, is there anything else?

Are you sure it's not your connection? If the spike is for a split second it probably won't log it.

Well my bro plays and he doesnt get it on my parents computer....so i dont think its the connection and it only does it on css. not 1.6 or anything
