Can this be right?

thats my system<-its not perfect but it still has a 245w tec n decent water loop. my max stable oc seems to be 3.4 ghz using systool and coretemp to measure temp. my temp never got above 46c

do i have a crap processor or is my setup messed up?

It is perfectly possible. The E6400 I have ran at 4GHz on air. I haven't used it on water yet though.

wow. then my setup is really messed up. now the power supplys stay on even after turning off the computer. I tested both power supplys and the problems seems to be the motherboard. i think the tec setup might have damaged it.
