Computer Issues Part 2

Well, a few days ago I posted about not being able to get my other computer to power up. Well it now powers up, but as I said in the other post that nothing shows up on the monitor. I've narrowed it done to the cpu and mobo. Which one do you guys think would be the one to cause this problem?

I'll post the specs below.

AMD 64 3700+
Asus A8N VM
2 Gigs ram
200 Gig HD
7600 GT
430 watt psu

Yup, I cannot find the original post

If pc speaker beep correctly n no error detected, but nothing shows up on monitor, I will check the monitor to vga cable, try using the mon in other pc.

I have experienced those issues several times before, and only 2 problems I've encountered
1st monitor error
2nd bad electricity current
For the 2nd I've tried moving the problematic PC to my house, but it turns out to be ok, but when I brought it back, it happened again.
That's all I know
