Actually I think its the insufficient RAM. Try to run Windows in safe mode & remove any unnecessary Start-Up apps. & then restart it. If you couldn't start windows in safe mode. Try to boot Windows in the "Use Last Known Good Configuration".

If nothing happened. Then I'm afraid that you need to reinstall windows.

Cheers

reinstalled xp twice both times on sp1 it will shut off normally ( e machines recovery cd's). But after istalling sp2 downloaded from microsoft it starts locking up again. It works fine with xp, but only has problems after installing service pack 2.

Yeah that has happened to me on an Acer laptop and I know that 2GB of Memory on XP Media Center is more then enough. What I had to do is during shutdown it would freeze on the screen that saying Shutting Down then I have to press my power button (which puts it on standby), wait for it to go on standby then press it again and it would finally turn on and finish shutting down.

you probably have background processes blocking your computer from shutting down,
try disabling any software or start up items that you dont use, i would attempt it on safe mode and see how that works.
after installing service pack 2 try doing the windows updates and let them install and try again. i am pretty sure it will fix it

well i would recommend just wipping it and starting over just install service pack 2 from start off a windows xp service pack 2 cd
