amd 6000+ unstable

Hey guys, I just put together my rig and I'm a little worried. I've been having power supply issues which have gone away after I flashed the bios and reseated everything and set bios not to shutdown for overheat. The problem now is that when I test my CPU speed it fluctuates between 1800 or so and 3000 mhz. If I run the board overclocking program the speed fluctuates between 700 mhz and 5600 mhz. my passmark rating is 680. Any ideas about the CPU fluctuation and how to stabalize it?

AMD 6000+, 3 GB Wintec 800 mhz ddr2, EVGA 8600 pci-E, 250g SATA spinpoint HD, Tforce 550 SE MB. Built in centurion case, stock heatsink and fan.

and this is without overclocking. When overclocking the computer becomes very unstable.
