Yes. Even when it's off the PSU is still supplying some power to your PC. The only to completely protect your self from a power surge or lightening strike it to unplug it.

While there is no circuit when the switch is turned off, a strong jolt of electricity would be able to jump the gap, that is why good power strips like monster's are a wise investment. I bet a high end power strip would have saved the card.

Indeed.

That B Stock is directly from EVGA. If they'll ship to you, it's yours.

Yes, a large current could bridge that switch's gap. A huge storm is rolling through right now so I unplugged my desktop and my mom's, grabbed the laptop and plugged it into a surge protector to keep the battery at 100% until the power goes out.

Which won't matter because my router will go down and I won't have internet. Lol oh well. Look into that card. Who knows. Check the PCB for any black marks at all.

If something was fried, you might be able to claim it against your UPS manufacturer.

Just out of curiosity...

Are your outlets properly grounded (Earth Ground at the main service panel)?

Does your UPS have a Building Wiring Fault indicator? If so, what does it indicate when your UPS is plugged in to the outlet?

My surge protector came with a warranty on anything damaged from a power surge, something like 10 thousand dollars worth of coverage. It was on the little slip of paper that came with it retail, and god knows if anyone holds onto it when they open the package lol...
