Put the jumper setting for your HDD to Master and attach it to the Master port of the IDE cable, then set your optical drive to Slave and attach it to the Slave port of the IDE cable.

After that reinsert the battery and try powering on again, with your drives configured correctly of course.

nothing changed...

This is what i'm noticing tho.

On the keyboard no lights, light up
the HDD light on the case lights up for a little...then turns off and remiains off...

The power button doesn't even light

The CD drive lights up and everything but then the light turns off and you can hear the hard drive winding up.

Did you change the boot menu in the bios (not sure)?

I cannot tell from your first post

yes, i went into bios changed it so the CD ROM was on the top, and then hard drive under that...then saved them and hit yes and the pc restarted...then it won't show anything anymore

What i've done so far is

Started it
Changed Jumpers around
Changed Cables
Took out battery, and replaced it
put linux cd in drive.

well the HDD has to be first. he only other way is to make it boot off a bootable CD

EG. A OS dic for reinstalling....

There should be a way into the BIOS

(I forgot what the keycodes are)

Oh wait the only BIOS one I can remeber is hit Delete

Removeing the battery should've corrected this.

You did only change the boot order and nothing else?

If it were me I'd try leaveing the battery out for a good 20 minutes or so, so that any charge in the CMOS chip that stores your BIOS settings is able to dissipate fully. I know, this means you've got to faff around again, but this is the only solution I can think of.

I had your exact symptoms back in 2000 when I bought my first package PC. I simply removed the battery and left the system turned off for a good half hour before reinserting the battery and trying again. My system then booted up first time.
