Run - gpedit.msc
Click Local Computer Policy
Click Administrative Templates in the Computer Configuration Group.
Click Network>QoS Packet Scheduler>Limit Reservable Bandwith
Ok, I know it looks like it isn't reserving any bandwith but it is. The secret is in the "Explain Tab."
To disable this click "Enabled."
Set it to 0.

Ok this ut is made by me xI Optimous Ix and it will teach you how to re-name the recycling bin to what ever you want.

First go to THIS LINK then copy and past that Code(Every Thing) and open up notepad and paste it in their. after that save the file as what ever you want but at the end put.reg for example "your file name here.reg"and then open it. a po up will come asking you if you want to add the file to some directory just press yes then a other one will come up saying you file was added, press yes or ok and you done.now to rename it go to your recycling bin and right click and you got the option to rename and their.
