ok, but if I add a good card, does this computer seem capable of producing some decent fps? enough to make it worth buying a good card?

If you're only interested in improving your FPS, look into getting a 7600GT instead. It's the best budget card you can get.

your cpu wont bottleneck your card, thats for sure. and if he plays newer games like rainbow six vegas or graw 2, he'll be happier than I am with my SLi 7900gs's.
if you just want fps, then 30 to 40 should be good enough anyways. they human eye usually cant see a difference between 30 fps and more than 30fps, and if you can, then thats cool, but it still wont be looking skippy or anything. for 10 bucks more than a 7600gt, you can get a 7900gs like mine and i was more than happy when i had a single 7900gs

It's definitely the graphics card. If you only play CSS don't waste money on a dx10 card if you're not going to use it. Take the money you have and buy a powerful dx9 video card, such as a x1900xt(or xtx) or a x1950XT(or xtx). Even a cheap x1900GT will run css very well (What I have) and they only cost like 109 on the 'egg (www.newegg.com). It's all a matter of how much money you want to spend, because for around $100 you can get a x1900GT that will run it very well, and if you want to invest a little more money you can get a x1900xt/x1950xt. If you're interesting in sticking with nvidia I reccommend the 7900 series (7900GT/7950GT/7900GS).

EDIT: BAAAAAAAAAAAAAM!
