The first thing anyone should do when building a new rig, test the components outside of the case first. Mobo, CPU, GFX and RAM.
Any beeps, fans or other signs of life?

Set the Mobo up outside of the case on a non conductive surface, a piece of cardboard will work.
Only install the CPU, GFX and Ram., hook up your monitor and keyboard.
Plug in the PSU, turn it on, use a small screwdriver to short the Pwr switch connectors on the Mobo.
Also make sure your system speaker is connected.

Some simple things first.
Are all power connections in place, main 24 pin and the 4pin aux connector?
Is the CPU fan plugged into the correct mobo header?
Try using the Molex/PCI-E adapter that came with your GFX.
Double check all connections, USB, Front panel..basically eveything you can plug in, recheck.

When you touched the Pwr switch pins with the screwdriver, is that when the PSU spun up?

Do that again, but this time do not have your Ram installed.
Make sure your system speaker is connected.
