To answer the original question: nobody can tell you for sure, period. The game is not out yet. Even if the devs give a recommendation it could change at any time because the game is not even finished.

Gameplay average was around 30 to 40 fps, with max of 50. DX9 looked about the same but I was getting normal 70 or 80 fps.
