Of course they can. The gov created the internet for miltary use and the only reason they opened to the public is because they knew how the web works and how to control it.

I don't have one doubt in my mind that if I really did something bad online I would be caught.

Downloading some crappy software and some music to the gov doesn't even fit the bad bill 1/5.. Now trying to find out how to pull off the perfect attack on a country.. BAD.
