A friend wants me to make him a computer on $500 for school. He needs it to be able to run games as well is possible because his major is game art design. He doesn't need a monitor, keyboard, or a mouse. Could I get some suggestions?

I would definitely put a 7600GT in there for your graphics. Best bang for your buck.

cpu - brisbane x2 3600
ram - cheap 2gb gskill
vid card - 7600GT is most definantly the best card to put in there
mobo - not totally sure what you could fit in there for such a low budget im sure someone else will know.
case - Im loving my coolmaster centurion 5
psu - not totally sure about this either. My Rosewill 550Watt works nicely with my build.

The 7300's suck at gaming. My friend has a 7300LE + AMD Athlon X2 + 2GB of Ram and he can't play CS:S on Medium. I would go with a 7600GT, 500W FSP Power Supply, Cheap Mobo (maybe a Combo with CPU), and 2GB of Cheap ram.

You'll still need a Case, PSU, and a HDD (SATA).

My friend has a build almost identical to this, except his EGVA has a slightly higher stock clock. But it works really well.
