There are malwares that can't be removed even after reinstalling Windows through a complete reformat. The reformat doesn't wipe out the deep hidden system root files nor the Master Boot Sectors, not to mention memory-resident viruses. And if any of these are infected, they'll just keep coming back no matter how many times you reformat/reinstall Windows.

Well, if you write zeros to the drive that'll wipe it out completely, but not the Master Boot Sectors. Western Digital has a handy little prog called HDD Diagnose Tools. It includes a command that allows you to re-write the Master Boot Sectors which erases everything that was previously written on it, including viruses.
