Meh. Bullet time was interesting when it was introduced in Max Payne. Now it's such an overused game mechanic that I'm no longer a fan of it at all. In Max Payne, it made sense...it was supposed to be mimicing an action film, slow motion and all. But what's the rationale for bullet time in FEAR, for example?

Hmmm... I can't really answer the question with any finality. My fascination dates back to the Matrix.

There is something smug about dodging bullets.

What other games out there have Bullet-time? Although it is a cool effect I can see why one would become disenchanted after awhile... I just haven't reached that stage yet.

I have played the following that have Bullet-time:

Max Payne
HL2-SMOD
FEAR / Extraction Point.

I can't think of many specific examples off the top of my head, I rarely play FPS these days except for the uber-super-duper-blockbusters that simply must be played. But I've seen the effect on many game reviews on X-Play, leading to my belief that it's become overused.

And agin, I don't mind any game mechanic, even an overused one, being used it it is appropriate. Obviously, a Matrix game would be broken without it. And there's that new John Woo game coming out starring Chow Yun Fat...bullet time should be part of that game because it meshes with Woo's film presentation. IIRC, Doom 3's expansion had it as a special power, but it wasn't always available. But again, I come back to games like FEAR...I can't think of a reason for bullet time in that game. He's not wearing a special suit, it's not a special power up, and the game isn't trying to mimic any movie genre I've ever seen before. So I just don't get it.
