Sounds like crappy heat transfer mate. If the heatsink feels cool to the touch then it ain't working right. Sounds like you have the most concave IHS ever. Get it lapped, that should help. Also, check in the BIOS that voltage isn't set for AUTO. Some boards put silly voltages through the chip, I believe stock is 1.325v.

Please correct me if I'm wrong guys, don't want him cooking his chip!

I would ask him if you could use his cooler to test it on yours. If the temps are still the same it's prolly not an uneven heatsink, but just a bad processor.

EDIT: Or bad temp readings as you say the air from the cooler is not even hot..
You could also maybe try and touch the lower part of the heatsink, near the socket, see if that feels hot.
