Well, I took the chip back to Fry's and exchanged it for another one. Turns out the new one was manufactured on the same date.... probably the same batch, but I was too dumb to write down the old batch number.

I got home and spent a couple of hours lapping the heatsink and cooler, and after a bit of work, I'm now able to hit 4.1 Ghz (non-stable) and 4 Ghz (stable) on air.

SuperPi 1M < 13s makes me happy

It's when you sand the base of a heatsink with different grits of sandpaper, leaving a flat, shiny finish.

I believe you are hitting a FSB wall. These chips seem to have an incredibly tough wall at 420Mhz range. Try upping to around 460Mhz and see what your results are.
