Both pictures are showing as the same to me, but it sounds liek you have EIST (Enhanced Intel Speedstep Technology) which lowers the CPU multiplier when its not in use. A simple bios option will correct that for you.

Ok i turned the EIST to Maximum but it is still showing up to be at the slower 1600 mhz x6 setting. Should i just disable it?

Disable it if you want max speed all the time.

But really it's a good thing imo. It only throttles when your not using your CPU much. And it kicks it back up when it's needed. IMO EIST is a good thing.

the 6600?

Your mobo is a low end consumer mobo... I suggest you invest in a better one if you wish to overclock as well as an after market CPU heatsink if you want to OC well...

Considering, and forgive me if this is assuming too much, that you're sorta a nooby at overclocking, i would suggest a P965 as their cheaper and at the moment more widespread with guides for overclocking.
