Vista lock up and explorer.exe problem

My major problem is that Vista will lock up on me it will, in three different ways. First way I will start the computer and when you are supposed to see the Windows logo light up nothing happens just a black screen. Second way i get to the welcome screen and my mouse or keyboard wont work so cant login. Third way I login get a Error loading C:\\WINDOWS\\System32\\ssqpn.dll error.

Safe Mode works and it will usually run fine after starting in safe mode. But I still receive the C:\\WINDOWS\\System32\\ssqpn.dll error

The explorer.exe problem is that if I end the process to close unresponsive windows the taskbar and icons wont reappear even if i go to Task Manager and run explorer.exe

This isn't running on my sig rig
CPU Intel P4 2.6HT
RAM 512MB
GPU Geforce 4 MX440 64MB AGP

Could the low specs be the problem i thought it was the RAM so I ordered 2gigs off the egg it will becoming soon so.... Maybe the video card needs to be replaced.

Those are very low specs for vista. . . Below minimum that is (I think) . . . I dont know if thats the problem though . . It wouldn't hurt to do a quick reinstall. . . that normally fixes those types of system errors for me.

FTR I think your better off sticking w/ XP for that rig. there isnt anything that important in Vista and its only going to cause more headaches than its worth.
