Step One: Grab a fork

Step Two: Stick it in a live electrical socket.

Step Three: Done!

Wait, that's not right. Oh yeah, I forgot, that's for something else...

Step One: Wrap some copper or stainless steel wire or whatever you have around your ankle. Firmly without cutting off blood flow.

Step Two: Attach it to something metal that is grounded. You could even stick the other end into a ground in an electrical socket!

Have your PSU attached to you case (installed) and plug it in, then touch the case. You will be grounded by the metal. This is the way that Maximum PC says to do it, and I've never friend anything from static yet. However, unless you're walking on carpet in wool socks on a 0 humidity ay, you can assume you'll eb fine. If you don't normally shock yourself touching door handles, you won't zap your components.

Or just touch your finger on the inside of your case. And preferably keep a part of your hand or arm on the case at all times.

Installing things... make sure to ground yourself by touching the chassis of the case or the PSU WHEN it is CONNECTED to the case...

You should be fine

If you want to be more sure that you are grounded... go buy an anti-static wrist strap ... I'm not sure what places would have it, but I'd say computer stores and hardware stores maybe. You could always look online.

Really, the 'best' way would be something along the lines of:
http://www.newegg.com/Product/Produc...82E16899888207

You can prob. achieve the same effect with some copper wire and electrical tape if you really wanted to. We used to discharge arcade game CRT's with a long neck screwdriver and a piece of wire taped to it, good times.

He doesn't want to be installing things with the PSU connected to the wall... so probably not such a good idea.

Just be sure to ground yourself every couple minutes or so, just to be on the safe side.
