touching your case or power supply while the power supply isn't plugged in will do nothing for you. the case is only grounded through the PSU, which gets its ground from your electrical outlet. that word "ground" actually means something. the little hole on the bottom of your power outlets has a wire that is actually connected to a metal rod that has been pounded into the ground.

but like pow3rtr1p said, it's not a big deal if you don't normally get shocked by touching metal things.

If you flip off the switch on the PSU, then power won't be going through the cables.

true true true. and the power supply will still be grounded as long as it's plugged in. that is the easiest way to ground yourself. if you aren't on carpet, simply being barefoot is probably enough to discharge any static from your body anyway.
