40 FPS during counter strike on a x1950XT seems pretty accurate to me... What settings and resolutions are you running the game at?

Even my 8800GTX SLI and quad can see 40s in counter strike on max settings when alot of people are on the screen at 1920x1200.

Do you have cpu-z or everest or something that will tell you what your PCI-e is running at?

Northbridge voltage might also be known as MCH voltage in Gigabyte BIOS.

Yeah make sure your 1950 is running in x16 mode and not x8.

Run a bench in 3DMark05 and tell us what you get. Should break 10k with that card if it's an 1950XT. Also check out this link, kind of old but it's about the 1950XT: http://www.overclock.net/ati/136269-...-benchies.html

yep i checked that to make sure its running at 16x

as for the peg links i didnt have a chance to check as i am work right now

i did do a 3dmark 06 b4 i left tho, it was about 5630 the only thing overclocked was my cpu at 2.2 ghz...that score is low..i should be getting in the 6000's

i have reason to believe i need a faster cpu, but would my cpu now be giving me so many low dips in fps all the time?

for example in css, when i make a map with no bots its a 130+ fps constant. gets alot higher too. in iceworld i get 200+ constant..

then when i play on a server its so much lower like 60 fps and maybe more sometimes, is it normal for it too get that much lower?? plus all the low dips into the high 30's

oh and as for settings, i get the same fps no matter what settings.

but i usually play at 1440x900 with all max 6xaa 16xaf...i also try 800x600 all low and the same fps, which is why i think its my cpu...or my psu it only has 26 amps on the 12 v

but fear, when i have it maxed at 1280x1024 i get like 30 and it dips so low, but then i put it all on low and i get a constant 100 fps..

but even on low with that much fps, it still stutters!!!

Solid, the reason why it's more laggy in an online server is because of the players. When your offline and hosting a server without bots yeah it's going to run smooth.

Try disabling the integrated audio through the BIOS and see if the stutters remain. Also noticed your Logisys 575watt (couldn't find the 580) PSU has 1 single +12v rail rated at 25amps. I recommend at least 30amps on the +12v rail. This might be the cause of your issues. The PSU may not be able to provide enough thus causing problems under full load. I think the card draws more then 200watts full load.

Turn off the AA and AF in CSS and tell me what you get at 1440x900. Thats the same res I run at because I have a 19" acer widescreen. I have HDR disabled and I think shawows on low. The rest is on High. Make sure vsync is disabled.

Good good, even if it doesn't I would suggest getting one anyways. What brand did you happen to decide on?
