What you can do is +12v and -5v. This leads to a potential difference of 17v. However, I would not recommend doing this on a primary system PSU since their design has a lot of cross loading. Just get a more power fan.

Get a throwaway PSU and get the pinout for a 20-pin connector. Solder the green wire with any black wire on the PSU to make sure that the PSU comes on when it gets power to it. Find a -12v wire and a +12v wire and you connect those to the fan. Voila! you now have a 24 volt fan. I did that with a delta fan and it flew off my workbench.
