Hardware seems fine. It is not hardware because if I disable video drivers or do not have any installed, the sound is fine. It is something with video drivers, I just CAN NOT FIGURE IT OUT!!! AHH!!! This is like 2 weeks with this issue, I am VERY mad...

EDIT: Lol, just read you already reformatted

The only thing I can suggest is try XP, maybe its a issue with a recent windows update patch, or a new driver.

Seems stupid but you could try reverting stock to every single hardware piece.

how far away from your video card from your soundcard? i had similar problems to fix it i had to put the sound card as far away from the vc or video capturing card device (Tv turner cards) before it worked properly

I have had no problems for a while... It was just random, and I did not move any hardware so...

After reading through many forums I have come to the conclusion that you are certainly not alone and although it seems to be a video card problem I don't think it is. What it seems to be is a problem with the drivers for the sound card and windows vista x64. I know you say that the sound works fine when you use the default video driver but I think that is because the sound driver was having a conflict of some sort with your video driver. My guess is that there is some resource sharing conflict or something. It is more than obvious that you have a system that can run vista x64 and the aero interface without a problem so I don't think it could be that. I honestly think that changing your sound card would do the trick or if you have onboard sound (shudder) that you try that for the sake of testing this theory. Let me know if you try any of this and if it works!

Just for grins, try disabling the ATI stuff that loads on startup. I doubt it will help but it's worth a shot.

I am not a rocket scientist but looking at the required amps on the 12v rail that your card requires and what your PS pumps out could it be that under a load your system starts to fail and that when using the default video driver it is barely using your video card to its potential thus eliminating the problem? Some food for thought and if I am wrong then I would love to know for future reference!!!
