It's all about marketing. They will earn more money by unlocking the multiplier than if they lock it, and when they lock it, they can sell lower-end processors that are limited, this way people aren't OCing their old E6300's to 4.4 GHz. They cap the "cheap" processors and sell them for less, that way they can release a processor with unlocked multipliers and make bank off of them. Supply and demand is in many ways more powerful than cutting cost by unlocking all of their processors and having no sliding scale.
