That's the monitor I have, and I'm not really savvy on how people rate monitors. What specs am I looking for that we would consider the most important when determining what monitor to buy?

Would you be using the monitor for gaming?

But to sum things up.

If you are going for a high native resoluion such as 1920x1200. Your computer's power plays a big part in the gaming/media editing end.

Contrast Ratio: High the better the color.

400:1 not so good
1000:1 great

and the last thing would be looking at is Response time. Monitor's MS.

1-25ms. Lower the number the better. Its the time it take to change from basically one color to the other. For fast paced games such as racing, you would want to get a very low "ms" range 2-5ms. As if you were to play a racing game on a 18ms LCD. You would notice major blurring on the screen.

5ms or less is what you want definitely. Yours is either 6 or 8 ms (saw both while researching) which isn't bad, but not high end. Contrast ratios are not always arrived at the same way by manufacturers so try to read what customer reviews say. Above 600:1 would be preferable though.

The absolutely best monitor you can get would be the Samsung 226bW!
