how to pick a mobo/ cpu?

Ok, so I've been saving up for a while now, and about 6 months ago I picked out a computer I was going to get. But since computers like to get better by the second, my choice is vaguely outdated.

My question, could someone recommend a mobo and cpu?

To dwindle it down a little, I want to go with a AMD cpu, and I want to keep the the total price of the two under 200, or close to it.

what I'll be doing with it is experimenting with over clocking, no HARDCORE gaming, but a good amount, some video editing, and the mobo should have a few PCI slots to expand in the future.
