Here's what I've done:

I'll pop the radiator on the inside. What I'm hoping to do it install the screws for the radiator and the fan on the second screwhole of the fan (Otherwise they'll protrude from the front and my front panel won't go on) Hoping that the radiator has a thread all the way through to accommodate the extra screw length I'll have.

I really hope that this doesn't happen to me. Otherwise I'll get one of these instead.

My only issue now is radiator cable length...

You need to place the cooler inside so the radiator can rest on it. You see, the rad there cant go directly on the case very well because it has a bump and you wont be able to screw it on. you have to place a fan between the case and the radiator.

Does anyone know if the TOP 140mm fan will fit with a Thermaltake Silver Arrow or Noctua NH-D14 in a PC-9F? Thanks.

I know the NH-D14 will fit, there's maybe 1/8 inch clearance between the cooler and 140 fan.

I'm glad the NH-D14 will fit with the 140mm top fan. Do you think such a tight fit might block airflow of the top fan a bit?

I know it does some but it still allows warm air out faster than having no fan up there.
