Hmm..Overvoltng is fun if you do it right =)
Do you have a spare psu laying around?

You can overvolt with a second psu to 24v and 17, I'd reccomend 17 because the fan would prolly die fast with 24.

Well if you're trying to rig up an extra psu with out the mobo you have to hot wire the psu. Make sure you discharge the psu first. I think you can just flip the switch on the back a few times to drain it. For a 20 pin psu you should put the paper clip on the side with the clip going into the green and black, I'm pretty sure it doesn't matter which black it is as long as it right next to the green. Then connect the blue and purple to the fan. The blue is 12 and the purple is 5. If you want 24 you connect the blue with the yellow.

You could mount it where ever you want I guess as long as it fits. I was going to make a little tray on top of my case but I got lazy.

EDIT: When I used 24 volts on my 80mm fan it shot backwards. Becareful and make sure the fan is mounted good lol. Overvolting could kill the fan instantly or in the near future. If you do this and start to smell something like burning... turn it OFF. I can't remember for sure I think I read something that doing this can have a bad effect on the psu you're using to power it.

Note that I am not recommending this as it may harm your PSU.

You would need two of them from different PSU rails. You would take the yellow from molex A and attach it to the black next to the yellow from molex B; then, take the yellow from molex B and attach it to the red wire on the fan, and attach the black wire from the fan to the black next to the yellow on molex A. This will probably kill the fan.

Alternately if you want to have some fun (and possibly launch spinning bits of plastic all over the room (Saftey Goggles)) find as many 9-volt batteries as you can and connect the positive on one to the negative on the next (9v's are nice because they clip to eachother easily) until you have a nice chain. the positive and the negative on opposite ends will have (9*number of batteries)-loss due to internal resistance. I've done this with a standard DC motor and about 13 batteries before; that motor was spinning. However, the current draw will drain the batteries rather quickly, and they might get hot.
