As per my history of stock computers, most of them are intended for use in office settings in which they are never turned off, I do not see it as a problem leaving a stock on 24/7.

It's actually better for your computer to stay on for longer periods of time. When you turn a computer on and off and on and off, all the components are in turn heating up then cooling, heating up and cooling, which is not the best thing for it. some people will argue, but IMO it's ok to leave it on all the time.

Yup - Leave em on, If the computer has a weak link it will show up eventually anyway. Better sooner than later.

If they are paying the bill. best to turn it off. or ask them to figure how much more a month it is.

I set my automatic turn off monitor function to a really low setting like 3 minutes, it's bad for your monitor I suppose since it's being turned off and on. Especially when I'm working away at my desk and I'm watching tv at the same time and get distracted alot, its always turning on and off, but monitors are cheap and last as long as you need them too usually anyway. I figure that cuts down cost enough.
