error 80070490

I get this error 80070490 when going into my Windows Update. I pretty much can't update. I've tried putting in the Vista 64 DVD and "upgrading" but the install fails. This is the second time having this problem... as I've already reformatted my computer about a week ago. I've only had this system for 2 weeks and I've been having a lot of headaches. Anyone got any advice on what I can do? I don't want to be reformatting every 1-2 weeks because of issues like this.

When you install vista os first on administrator account make password.
Then make normal user account and make accounting on (user account control)
Use user account and not admin account.If you need to run something like admin go on right mice button and run as administrator.
To set user account use User Accounts in control panel

This will protect system and program files.If you don`t install malware like admin vista will work forever.
I find lots of people that have update problems (eg. oem dell computers).I think they get whacked by some worms or something.When you go to internet like user with accounting nothing can write in to your windows folder.
........PSW.OnlineGames is funny name for trojan.......

FOUND A SOLUTION: This is what I did to fix this issue on my
Vista-32bit (based on a solution I found on a website, but I can't
remember where):

1) Open CMD prompt as Administrator
2) Enter the following: takeown /f C:\\Windows\\winsxs\\pending.xml
3) Enter the following, and type in your username in the designated
place: cacls C:\\Windows\\winsxs\\pending.xml /G <EnterUsernameHere>:F
4) Go to C:\\Windows\\winsxs\\ and rename the pending.xml file to
pending.bak
5) Run Windows Update again, and you should be all set!
