Water cooling still requires fans. And a pump. The biggest noise reduction benefit is from being able to ditch the graphics card fan, since those are usually the noisiest fan in your system, and even then you can find a decent aftermarket graphics card cooler for much less than a good watercooling setup, and without being too loud.

After having AC7, I take out the fan from Cooler Master X Dream 4 ... convert it to a case fan and it works efficiently, sucks warm air out.
