MSI HD3870 is awfully loud

I just built a new rig and I noticed that the HD3870 is awfully loud for some reason, it's very quiet for a while but when Windows boots up, it spins up and always stays at 80% D:

Setting new speeds via RivaTuner works, but it's not a permanent solution and when I go play something, it spins up again etc.

Anyways, is there any way to fix this or is the card borked? :/

Depends on how loud is loud.

New cards are alot louder than most people are use to and your case may not be sound proofed well.

Well, it's a LOT louder than my X1950 Pro, and I don't think it's supposed to be at 80% (especially when it idles at some 33C) D:

But seriously, I still think there's something wrong because my brother's 3870 isn't this loud and I don't think ANY card should run at 80% fan speeds all the time, even when the temps are around 30C D:

Download RivaTuner and change fan speed, on boot up mine is set to 66% not to loud at all and idles at 37c.

I've tried Rivatuner already but the settings didn't 'stay', it just spun up whenever I started playing something or rebooted the system :/

Perhaps a BIOS update would help?
