I am downloading Atil tool right now. Will it give me the option to control the fan speed at a constant rate?
With Rivatuner : Pic1 click on the arrow (red circle) and then the graphics card icon.
Pic2: You can go to the "Fan" tab and tick "Enable low level fan control" then select "Fixed" just underneath it and set the fans speed percentage (around 30% idle). For overclocking you will need to go to the "Overclocking" and select "Enable". You're best of just going up 10MHz at a time and then scanning for artifacts with ATiTool, make shure you overclock you core and memory seperately.
In ATiTool : Open up ATiTool and create a new profile at the top (call it whatever you want). Then same system, go up 10MHz at a time, click "Set Clock" button (Very important) and then click "Scan for artifacts". If ever you have gone over you will see yellow artifacts over the fuzzy cube, thus you need to back down your clocks. If you want to save time, just click "Find max core" or "Find max memory" buttons. However, you need to be in front of your pc as it will automatically raise the frequency untill it artifacts, note the number and back it down a bit. If you do so, make shure to return to default clocks each time as you can't find max memory while the core is overclocked.
To raise the fan speed in ATiTool (you may want to do this before) go to "Settings" (bottom right) scroll down to "Fan control" and click "Override fan speeds".
Hope this clears things up!
