I've had my CPU OCed to 2.6ghz with a basic HSF, I expect to atleast be close to 3.2ghz with my new liquid cooling system. Will this still effect my graphics? If I can't get it to OC and be stable, then I'll consider a new CPU/mobo. I've also seen other people on this forum get more than 3.0ghz out of this same processor.

It should be fine if you can push it to 3G. Good luck on your OC.

get another gb of ram. you can even keep your cpu, its honestly not that bad with overclocking. 8800gts (g92), 8800gt, or 3870 are your best bets. wait til your back home before you buy anything though cuz prices drop, new things come out.
