Ah, so the answer to my question is basically yes. Cool. Thank you for saying it like that, Gollie.

I'm just blown away with what I know now as compared to 2 weeks ago. This is awesome.

I only needed .1v over stock to get 3.2GHz out of my E2140 (1.375v load, after droop), which is a good thing. Even with this rather small over volt, this CPU gets very hot.

Use core temp to find the stock vcore, as it varies from chip to chip. In my experiences, ones that default to a higher vcore tend to OC better, but also run hotter at the same voltages.

That's interesting. I guess all I can hope for is a good e2180. Before I joined ocn, I would've told somebody that all e2180's are precisely the same. But now I most certainly know better.
Understand that you set the vcore; by default the vcore is the same for all CPUs of a certain model. You should not SET the vcore above 1.5V on the E2180. The lower, the better.

Get the Corsair 550W power supply. Search that on newegg and you'll see what it is, should be $100, with a $20 MIR. It's a quality box.

Get a different video card. in the $150-200 range, the 9600GT, 3870, or 8800GT would all be far better cards.

I can't worry about rebates until like the last week in March, or first couple of days in April.

So, as for getting that psu and video card, I'm going to wait until then to see what happens with the prices. I have this funny
feeling that I'm going to be able to upgrade a couple of things and still remain under like $750 after shipping.
