could be a bad cd, or maybe you installed with a non-stable OC

calm down, first off try a system restore if you have any restore points. This will set the critical windows files back to what they were when the restore point was taken, if you don't have a restore point bring up the task manage (ctrl. alt. delete) and check your processes tab, its easy to check any process name with file extension on google and you should get a description of what it is on one of the first hits. Depending on if you have done certain updates for windows you might have some sort of malicious software, in my opinion running IE doesn't help anything use firefox or something else.

could be but it seems like its not being caused by a hardware issue unless its from ram or something

edit: has this been happening since you built your computer or is it just started?

its an issue with the explorer.exe which is pretty much the gui for the windows its self it sounds verry much like a malicious software. try getting avg free then install, update and run the scan. once you get the files downloaded unplug your computer from the internet to keep anything from phoning home. if this doesn't work Im not sure what to do then.
heres the link to avg.

edit: after further reading of those posts it seems that removing a program of the name variation of NAVHELP or similar will take care of the problem.

In my experience a "Buffer Overrun" is a virus/spyware related issue.

Download AVG (As stated Above) Run it.

Download Ad-Aware (Direct Link)
http://www.download.com/Ad-Aware-200...dlpid=10045910
Update it. Run it.

Download SpyBot Search and Destroy (Direct Link)
http://www.safer-networking.org/en/mirrors/index.html
Update it. Run it.

Download Avast! (Direct Link)
http://www.avast.com/eng/download-avast-home.html
Update it. Run it.

If all this does not fix your issue run Trend Micro Housecall (Direct link)
http://housecall.trendmicro.com/
This will take a LONGGGGGGGGGGGG Time.

Any of these could fix your issue.
