65C is still Pretty high for having a Q6600 Go chip, According to your system, it's only overclocked to 3.0 GHZ? Man that's hot! How much voltage are you giving your CPU/FSB/ North and South Bridge? a Screenshot of your bios voltage would be nice, It sounds like either your HS isn't seated properly, Your chip is taking too many volts and therfore the excess volts are just giving you more heat, or your case doesn't have good airflow and the heat is staying in the case.

Like I said, Intel States 71C as the the highest safe point, but I would never run my chip even 5C Close to that. If possible you should try to get your temp down to at the max, high 50's or 60-61. Too much constant heat lowers the life of your chip, and as you stated, you don't really have money to replace this if it went bad in 3 month of constant use at that temp (Doubt it would, but I'm just saying, Higher temps = less chip life for the most part)

CPU is 1.3something Volts FSB North and south bridge are stock The HS Only Has 3 pins that work the fourth one was broken when the heatsink was new (not the fan pins the pins that attach it to the MB)

Your Voltage is good , I'm going to say you should find some sort of Bolt down kit for your heatsink, it's cheaper than buying a whole new heatsink.

When you don't have all 4 sides pinned down your heatsink will apply uneven pressure on the core, which causes gaps where the heatsink isn't even touching the proc, this alone could cause a high spike in temps. I have Fanclips on my Current heatsink and It was Definatly a pain to get all 4 in, 1 kept slipping out, but I always knew because my core temps would be 5-8C high with just that one side unclipped.

Lemme see if I can find you a boltdown kit... Is that a normal Thermalright 120, an Extreme or what?
