Using .dream files on Vista HP

Quick question for anyone, I've got Vista Home Premium it's great for me and I haven't needed anything else.

But I've been wanting to have the moving desktop feature that Vista Ultimate has. Can this be purchased and installed separately, then used on Home Premium?
