I am getting a LIAN-LI PC-65B and want to change 3 80mm case fans to LEDs. I want to add quality silent fans but don't know what to go with.

Panaflos are too loud. They are good fans but not silent.
What are your budgets for this fan? How many fans?

I also suggest newegg.com since more solution and you're form us.
And what color of led?

You could try the tricools or hipers. If you want really quiet though yateloons would be better. But either of these three won't be louder than your PSU anyway.

I use Silenx fans (one 80mm and one 120mm), they have good models, although we can't find led fans of Silenx here 120mm in my case is very good, 14dbA noise and 72cfm, it performs really good. If you search you can find led ones I guess
