take your NB to 1.5 and your Vcore to 1.4 and try 4ghz again.

Run the ram 1:1 by upping the stock 333fsb (667mhz) to 400fsb (800mhz).
Verify that the mobo default vdimm voltage isn't below what the required ram
voltage is. Some mobo's require vdimm to be boosted to product spec. That
should stabilize the ram and take that out of the equation.
Keep the multi at 9x. Up the default vcore voltage to 1.25-1.27v.
It should boot at 9x400=3.6g without a fuss.
If not, scroll through the bios and disable energy saving controls, auto fan controls,
etc.. and try again.

my vCore needed 1.4V to get 4.0 stable. I could get into Windows @ 1.36, but it would fail Orthos.

I don't recommend going above 1.3625V. A few weeks ago when I didn't know about Intel's Spec. Sheet I would've said 1.40 is fine, but 1.40 is degrading

I'm running 3.6g on a Gigabyte mobo. My Corsair XMS is spec'd. at 2.1vdimm
for 4-4-4-12 timings, but mobo default is set for only 1.8vd, so bios had to be manually adjusted for these to run tighter than default 5-5-5-15.

Check your ram ratings (spec. timings and vdimm) to make them stable.

The voltage you need to be looking at are the ones reported by utilities like CPU-Z or HWMonitor. For example, in my BIOS I set my VCore to 1.31*** and end up with 1.27-1.28v while I'm running in Windows.
