Well, if you do a lot of photography/image editing... you probably want a quad core CPU over a dual core.
i take it you want ATI?

I'm not sure on the Quad Core. Like I said, I just woke up after several years.

I open and edit 12 to 13 MB .CR2 - RAW and . JPG image files. Screens change and update like I am underwater. I have a P4 3GHz HT, 4 GB RAM & SATA HDD.

My laptop does the same tasks pretty fast, it's a 2 GHz Core 2 Duo 4MB L2 Cache, and 2 GB RAM and a 5400 rpm HDD.
So.... I dunno now. What does a 2.33 Qaud Core do over a 3GHz Core 2 duo.

I have been dabbling around here Here

I may build my own I may let this guy being he is not far from me. I just don't know what MB and Video card to get or stay away from.

Stay with me guys. Lay one out for me. No gaming or TV. Just imaging on 21" Samsung 215TW LCD. I want a light weight hotrod.

Most modern dual cores will handle photoshop work with no problem, I do a lot of photography myself and my X2 5000+ processes RAW files no problem, I don't think photoshop makes use of 4 cores yet (cs3 might?), and I'm certain that most other RAW converters will not. Either way a fast dual core will likely perform better than a quad at this price, in these apps.

I would go for:

E8400 (just ordered one myself) - should OC to 4GHz,
P35 motherboard
3Gb of fast RAM,
striped HD's - look to 1Tb capacity in total - I know how quickly photos add up!
graphics card wise a basic card will do, no need for 3D power if you are not gaming.

I would go for a Q6600 quad core with that $80 gigabyte p35 motherboard. For photoshopping and things like that, this setup will eat up those programs like nothing... I don't know a lot about the lower end video cards, so someone else can take that one... Go for 2.2GB of ram, so you can make it 8 gigs eventually... I would make a complete build and send it to you but I have to go to work :-P...

def go for the quad though, it's so worth it, especially since every generation of those programs gets more and more processor intensive.

could you tell us an budget?

you atleaset need a quad and 4GB of ram and windows vista 64bit. and since your dealing with priceless things get raid1. and are you doing any gaming if not then there is no need for some snazzy motherboard a P35 chipset is your best bet and you could pick your self up 2600 video card. but your main focus should be on ram and CPU

Go with a q6600, it will last you longer, and in case you ever want to do anything more cpu-dependent in the future.

3-4gb of memory, at lest 800mhz, preferably 1066 or higher.

video card is not so important. Geforce 84/5/600 should be fine.

XP Pro 64-bit, or vista 64-bit.

DFI Infinity Dark 965p C2 rev mobo- ~90$
E2180- ~80$
2-4gb's of RAM -sig'd RAM for 99$, 4gb's or 2gb's Crucial for ~70$
nice HDD- 100$
2600xt 256mb- ~80$

Theres about 450$ right there.. you can go a bit cheaper too if you get a 2140 and some 667mhz RAM. Those are ~the packages I use for my clients..all of the ones I have build to date have done at least 2.9ghz on stock cooling, with some reaching 3.3ghz. Throw in a Tuniq or Thermalright and you can have the cpu up to ~3.4-3.8ghz.

It will be a huge step up from what you are using now..and still allow you flexability for future upgrades, as those mobo's do support Q4's.
