Better qualify your statement there sir. Not all good water cooling costs a ton of money. Also the benefits of wc are for load temps, not idle temps. A small cpu only loop or gpu only loop will not cost a fortune and will spank the temps given by an air cooling solution. If you are willing to go with an open loop evaporative set up (yes it has more maintenance, price you pay...) then your temps will be even better and your cost even lower.

You say that water cooling does not give "MUCH" better temps than air cooling.... well demonstrate this for us.
What exactly do you consider to be much better temps?
What are your ambient/load temps using your air cooler while running Everest FPU test? OCCT? While running small fft? While running Linpack?

The OP was asking about noise issues. I think it is funny that the guy who chimes in about air being superior failed to mention a good air cooler that is quiet. Noctua ftw.
